South Central Workforce Council is requesting proposals to provide employment and training services for out of school Youth Programs under the Workforce Innovation and Opportunity Act within Kittitas and Yakima Counties.

Section M. [Memorandum] Intent to Propose
In this section it provides who to submit the Intent to Propose to and only provides a physical location. Will the Intent to Propose be accepted by e-mail and if so, can you please provide Patrick Baldoz's e-mail address?
The purpose of the Letter of Intent is so that the South Central WDC can provide updates to keep bidders informed throughout the RFP process.
You may notify Patrick Baldoz via e-mail with a copy to Melanie Willis along with mailing a hard copy to our office.

Question 2 (2/22/2017):
Referring to pages 12 & 17 of the RFP. #6 mentions the Individual Service Strategy, "Should we respond to the RFP for consideration even though we don't do all 14 services being asked."
The South Central WDC is requesting a proposal for a Youth Service Provider who is able to meet ALL the requirements under the Workforce Innovation and Opportunity Act along with state local requirements. These include all the WIOA Youth Program Services and Availability of all 14 Elements listed on pages 5-7 along with all other sections of the RFP. The intent of the 14 elements is that they are to be available and offered as a full array of services, depending on the needs of the youth. Further, according to Department of Labor, if the service agency does not "provide" the element, they are to partner (does not include financially) with an entity that does.
Question 3 (2/23/2017):
Can we use color for charts and text?
Yes, color may be used for charts and diagrams.
Question 4 (2/23/2017):
Can tables be single spaced?
Yes, tables and diagrams can be singled spaced, however narrative in the remaining document must be double spaced.
Question 5 (2/23/2017):
Do we include letters from partners in the exhibit section or just Linkage Agreements?
Letters from partners that speak to linkage agreements should be included in the exhibit section. Letters of support that endorse your proposal or project will not be considered in the review process and will be removed prior to committee review. Other letters of support may be included but bidders/proposers are advised that support letters will not be considered in the scoring of award and may be removed from the proposal before scoring by the raters.

What is included in a Linkage Agreement?
Linkage agreements are those written commitments between or among organizations that provide a benefit to the program and/or youth participants. It includes but is not limited to access, training, support services or other like activities.
Question 7 (2/23/2017):
Can fonts be smaller than 12pt in diagrams?
Yes, fonts can be smaller than 12pt in diagrams however all other document text must be 12pt.
Question 8 (2/23/2017):
Can we include citations/source references in the addendum section or where should we include them?
Any citations or source references need to be referenced or cited next to the data/quotation or may be a footer. Do not include in the addendum section or as part of the exhibits as an additional page.
Question 9 (2/23/2017):
Are we able to record the Bidder's conference?
Yes, the Bidder's conference may be recorded as the SCWDC is subject to Sunshine law requirements. The Sunshine law, "requires openness in government. Sunshine laws make meetings, records, votes, deliberations and other official actions available for public observation, participation and/or inspection. Sunshine laws also require government meetings to be held with sufficient advance notice and at times and places that are convenient and accessible to the public, with exceptions for emergency meetings."
While the bidders conference may be recorded, bidders/proposers are advised that should there be any discrepancy between verbal comments made by staff at the bidders conference and written Request for Proposal; the written proposal or any subsequent written clarification of guidance related to the Request for Proposal shall prevail.

Can we single space text on the Cover Page?
No, all of the proposal text must be double space.
Question 11 (4/3/2017):
Can we use 10pt or 11pt size font for text in the tables in the narrative?

Point number 10 and 13 in the narrative have the same headings - do we respond to both?
This was discussed at the bidder's conference that they are the same request. #13 covers all of the information in #10. Therefore, #13 is the section in which to reply.
Question 13 (4/3/2017):
Does point number 14 require a response in the narrative or do we just complete the forms with this info?
No response required. #14 explains additional expectations should the bidder be successful.

Do all pages of the proposal need to be numbered (including attachments)?
Below represent the pages that must in numbered order. There are 20 pages maximum.
Audits, Performance Reports are not part of the numbered pages of the proposal, but should be clearly marked. Attachments are not required to be numbered, but should also be clearly marked.

Question 15 (4/27/2017):
Does the electronic proposal (including attachments) need to be in Microsoft Word format?
The below information noted on page 13 in the RFP. Because the SCWDC considers the proposal to be the initial 20 pages as listed above, that is the section that is required to be in Microsoft Word format.
The audits, performance and attachments are not required to be in Microsoft Word, but must be clearly marked and accompany the proposal to be included.
An electronic proposal emailed or an electronic medium, in Microsoft Word format, to email@example.com in accordance with the terms, conditions, and procedures stated in this RFP on or before 4:00 p.m. Pacific Standard Time on May 3, 2017.
Bidders are required to ensure the electronic version of their proposal and all included attachments are able to be opened/accessed and readable by the SCWDC prior to the due date.
